Connexica’s CXAIR Platform to assist Scottish Government

Elcom Systems Ltd has been awarded a £2.7 million 5-year contract by the Scottish Government to provide a cloud-based collaborative management information reporting platform for procurement data across the Scottish Public Sector.
Connexica, specialising in the development of search powered data management and analytics solutions will work with Elcom and Spend Network to provide an innovative new spend analysis service to the Scottish Government.
The Connexica platform will ingest data from existing eProcurement solutions that are part of the Scottish Government’s national eProcurement Shared Service and consolidate it within a single ‘joined up’ data repository where the data will then be restructured and augmented using a range of visualisation tools.
The solution will identify and improve commercial risk and demand management practices across the Scottish Public sector and will significantly improve the ability for public sector organisations to demonstrate procurement outcomes through the full source-to-settle process. At a strategic level, the system will:
- Ensure Open Government commitments are being met by embedding data governance assurance and Open Data Standards across solutions (https://www.gov.uk/government/publications/open-standards-for-government/open-contracting-data-standard-profile);
- Support Ministers in ensuring ambitions set out in the National Performance Framework are successfully achieved for the people of Scotland (https://nationalperformance.gov.scot);
- Meet the aims and ambitions of Scotland’s Digital Future (https://www.gov.scot/publications/scotlands-digital-future-high-level-operating-framework-version-2/).
A Scottish Government spokesperson said: After a competitive procurement exercise the Scottish Government awarded the contract for a National Pan Sector Procurement Management Information Reporting Platform to Elcom. Their proposal matched our ambition to provide a significantly enhanced reporting solution to unlock the potential of our extensive data sources.
